The State Minister of Education, Mathias Harebamungu has called on international Non Governmental Organizations (INGO's) operating in Rwanda's education sector to focus their efforts towards tangible results and positive impact on the community.
The minister made the remarks this Thursday July 12, 2012, at the National Examination Board in Remera, while meeting with various representatives of international organizations affiliated with the education sector.
The meeting was aimed at discussing the progress made since April 2012- when the new law on guidelines governing INGO's monitoring and evaluation system in Rwanda, was validated.
"In evaluation you should highlight, Action plan time frame and budget allocated to each activity. We need action and results not smart sweet Shakespeare literature because we need tangible results and meeting target" Minister Harebamungu said.
Some of the issues highlighted in the new guidelines had been previously discussed and validated by members of the international organizations operating in rwanda. the guidelines have been operational since April this year.
Some of the guidelines indicated that all INGO's should be able to present their five year action plans for approval from the Immigration and line ministry, to be in position to indicate their sources of funds including how the money will be used, but have full autonomy in issues of administration, to be able to show how the projects have impacted on the community; among others.
One participant, David Rugaju of Concern International said that there is need to have a control over the activities of local NGO's so that they too can have a similar manner of operation and guidelines
"There is a need for communication and information updates for the organizations, so that they can be upbeat with the requirements of the government and also be in position to share experiences through an established forum,"said Celine Uwineza, The director of Human Resource at Agahozo-Shalom Youth Village called
Participants also observed the evaluation formulas –done at district and line ministry levels, are sometimes additional work to the INGO's and contain unnecessary aspects in the procedure and dealing with education officers to have the evaluations of Immigration approved.
