On July 11th 2012 during the event to close Community Policing Committees (CPCs) that started on July 2nd 2012 in all Provinces and Kigali city, Boniface Rucagu thanked Rwanda government for reinstalling civic education program that shapes Rwandans.

Rucagu says: "We are grateful to the Rwandan government for reinstalling a program that nurtures and trains Rwandese good behavior."

"Rwandese are required to respond to the teachings of good behavior, good thinking, good mindset and good deeds for our benefit and that of our children."

Boniface Rucagu asserts that in Itorero ry'Igihugu, Rwandans learn dos and don'ts of Rwandan values which the country bases on for long term development.

Itorero was held at an institute located in Nkumba in Kinoni sector in Burera district and attracted 500 community policing committees where 140 of them are women and 360 men.

Community Policing operates in villages and are responsible for unveiling the information to the nearest police or other security officials.
